STOCK TURN OVER INDEX PER EMPLOYEE IS 125 % -FCI EMPLOYEES ARE ELIGIBLE FOR A UNIQUE BEST WAGE REVISION




  Dear comrades...It is very painful to note that when FCI Employees are eligible for a unique best wage revision the current sole bargaining and responsible agents who negotiated on behalf of the category III & IV employees unilaterally betrayed all employees and surrendered all the unique benefits before the foot of the management through MOU dated 1-2-2019. We have attached the achievement of Food Corporation of India  in the matter of stock turn over index per employee for the past 7 financial year. The government of India assigned weightage is 45 and If we take average of last five years FCI achieved 56.30 Score which is more than 125 % . All financial year FCI was scored more than 45 mark because of immense effort and hardships of the low paid category III & IV Employees who are the pillar of this organisation. It is dishearten to note that the negotiators who lead wage negotiation has ran out of figures and ideas to address these kind of issues. These are just one among the many other factors for the eligibility of unique best wage revision from GoI. We will publish one by one comrades ... We are only concerned about the future of FCI Employees and not bothered about any trade union election and etc.
          We want to educate the employees to know thier eligible benefits and   how their hardships helped our organisations to achieve the heights assigned by GoI. Remember comrades..Why we are eligible for unique best wage revision as detailed in our Wage revision proposal. The Category III & IV Employees of Food Corporation of India have a future and don't allow the non unioniainised and retired negotiators to surrender our benefits before FCI Management comrades...

NEW YEAR MESSAGE FROM GS FCI EA CITU

 NEW YEAR MESSAGE 
Dear comrades..,
On behalf of all members and supporters of this Association, we hereby convey and send revolutionary greetings to the entire FCI Employees and their families for the New Year 2019. The attack on farmers, working class, public sector employees are mounting day by day. We have to intensify our struggle on 2019 to safeguard farmers, our organisation & for our survival. As you all well aware that the Food Corporation of India Operations is based on Subsidy received from GoI. But the Subsidy received every year by FCI was lower than claimed for from the GoI. After analysing the last five-year subsidy report from GOI it is found that on an average, only 67 per cent of subsidy claimed was released by the GoI over the last five years because of which FCI had to borrow from other costlier means of finance. Also, as you know that the implementation of wage revision is due w.e.f 1-1-2017. Today, the delay has crossed 24 Months, i.e two years. We understand that the current young FCI Category III & IV employees are welcomed this New Year with grave displeasure due to non-implementation of most awaited wage revision.
Comrades, a joint negotiating committee lead by category III &IV employees of major three unions is the basic requirement for a fair wage revision for FCI workmen. Since the beginning of the process from all our efforts are taken place to form such a joint negotiating committee. As on 31.03.2018, the total Cat. III & IV in position is 14556 + 2533 = 17089 out of the Sanction Strength of 34706. The vacancy position is 12789 + 4828 = 17617. i.e. Total vacancy of workmen as on 31.03.2018 is 50.76%. If we take the latest figures the men in position as on 31-12-18 are below 48%.
Comrades, the sanctioned strength has been so drastically reduced by last 15 years. Now, the Govt. authoritatively dictates the terms of wage settlement for implementation of negotiated wages, without any budgetary support of the Govt and the entire financial implication is to be bourne from the internal resources. Therefore Management is planning some underground gimmicks to surrender the existing vacancies to implement wage revision. Being a responsible union we cannot entertain this and surrendering vacancies for wage revision is not at all a remedy for good wage revision. Intensify the class struggle is the only remedy to achieve a good wage revision.
Comrades, Our policy are Unity among the employees and unions to defeat Anti Policies of GoI and FCI Management. Our permanent enemies are Anti Employees and Anti Working Class Policies of GoI and FCI Management. We do battles with the neoliberal policies offensives unleashed by of GoI and FCI management against the farmers, working peoples, trade unions and their hard-won rights.
Comrades, we sincerely register our thanks to everyone for their immense support to our trade union movements in 2018. And In 2019 together we can march forward with full commitment and determination to achieve the best for the future of working class. There is no alternative to the struggle for existence.

ENHANCE THE IR AMOUNT TO A MINIMUM OF 5000/- RUPEES

FCI EA CITU 4-12-18: The General Secretary of FCI Employees Association (CITU) Wrote letter to Shri Syedain Abbasi IAS, the new C&MD, Food Corporation of India to enhance the IR amount to a minimum of 5000 and demanded immediate WAGE SETTLEMENT for Category III & IV Employees. Association in its letter heartily welcomed the new Chairman & Managing Director of the Food Corporation of India. We wished every success for new responsibilities of Shri Syedain Abbasi IAS. Association also assured all possible cooperation as and when so needed.

Further, General Secretary conveyed that In recent days, we have witnessed that there is a growing concern among the Category III & IV Employees due to inordinate delay in wage revision, illegal Show-Cause notices issued to the employees for taking part in the duly notified ‘work-to-rule’ programme on demand of Wage-Revision & other long pending issues, unilateral release of Interim relief in ongoing negotiation and illogical ‘boycott of IR’ campaign of some leadership with threats of dire consequences.

GS of FCI Employees Association also registered their strong protest against the release of a small amount of IR at this juncture without showing any positive attitude to settle the Wage Revision issue of unionised Cat.III & IV Employees in right perspective when the non-unionised Cat. I & II have already got their wage revised from 01.01.2017. It is a matter of grave concern that even after 8 rounds of wage negotiations held so far, not much headway could be made as there is a wide gap between the wage hike demand and what is on offer. However, since new the CMD have just taken over the charge, we, as a token of courtesy, have decided to accept the IR (Interim Relief) ON PROTEST and at the same time urged to enhance the IR amount to a minimum of 5000/- Rupees.

Also, in the backdrop of the State and general elections, FCI Employees Association requested to new CMD to take all positive steps to complete the wage negotiations at the earliest in a fruitful manner. So that the entire process and the formalities thereafter can be wrapped up well before the Model Code of Conduct for the general elections kicks-in.

ATTENTION .. ALL CATEGORY III-IV FCI EMPLOYEES.DON'T BE PART OF ILLOGICAL BOYCOTT  CAMPAIGN

 CONTINUE OBSERVANCE OF WORK TO RULE AGITATION WITH HIGH SPIRIT


Comrades, FCI management has unilaterally announced IR, We have a strong protest on that and we will express it through our future struggles in FCI HQ. We assure that we will make it a grand success and we request your co-operation.
The details of the program will be intimated shortly.
Dear comrades, we cannot forget the recent past which still beats inside of us.
It was January, 2014 when the Golden Jubilee Celebration of FCI was proposed to be held by the Ministry. The announcement and thereby implementation of DCPS and PRMS as per the MOS dated 01.04.2018, other assured benefits along with a memento of Gold Coin to each and every workmen in celebration of the Golden Jubilee of FCI were in the programme schedule. But there was a boycott campaign against the said programme at the call of one so-called majority union, and that too at the behest of a section of vested interests amongst themselves.
The occasion was scheduled to be graced by the Hon’ble President of India, Shi Pranab Mukherjee, who happened to be the Finance Minister of India (2009-12) in 2010 when our wage proposal (MOU) with financial implications wad approved and the MOS was accordingly signed. But due to the thoughtlessness and lack of prudence of the so-called leadership of the said union who called for boycott of that Golden Jubilee programme, the entire programme was cancelled and we lost the opportune moment of seeking intervention of the President of India in the matter of implementation of the MOS in true letter and spirit.
Thereafter consequent upon our continuous efforts, struggles at the various level under the banner of Joint Action Council lead by Dr A Sampath MP, we could achieve to implement the Defined Contribution Pension and Post Retirement Medical Schemes w.e.f 1-12-2008 and w.e.f 1-4-2016 receptively  instead of 01.01.2007.
In the name of review/scrutiny by newly appointed COS, the award of the MOS date 01.04.2010, duly approved by the previous Government after necessary financial concurrence was mysteriously changed later while determining the date of giving effect of PRMS and DCPS which was categorically specified as 01.01.2007. As a result, we have lost the awarded benefits of 23 months’ FCI-Contribution on DCPS @10% and 111 months’ on PRMS @ 3.83% amounting to total loss of about Rs.1000 crores in both funds as on date.
At this predicament, we remind you that, these entire financial losses have never and ever taken up at appropriate levels by these so-called leadership who were the Signatories of MOS dated 1-4-2010 and had given the call for boycott the Golden Jubilee Celebration earlier.
In FCI, the young category III & IV Employees who are the pillar of the organisation has over-burdened with these financial losses and their career has decelerated by these vested elements.
Now, it may be understood that Management has released orders for PLI and Interim Relief (IR). But considering the deep frustration prevailing in FCI Employees, some vested interests on behalf of their union have given the call for boycott of PLI and Interim Relief (IR) without any Future remedy or vision.
The Central Committee of this Association vehemently condemns such infantile call and request all employees to defeat the hidden agenda of the Management and their puppets and their conspiracy against your wages and allowances, financial security and overall interest.
Boycotting/refusing PLI or IR will never bring any positive result as you are aware that the chairman of FCI is already relieved from this corporation and the Lok-Sabha may dissolve very soon.
The acceptance of IR/PLI will definitely and lawfully register our rights and claims for Wage Revision as well as PLI which are already due.
The new Ministry after election will legally have the obligation to implement our wage revision w.e.f 1-1-2017 since IR shall be effected from 01.01.2017.
As a responsible trade union, we cannot propagate lies or spread any Gimmick like these puppets of the Management.
We rather ask you to accept the IR/PLI ‘on protest’. We strongly believe in united movements and struggles.
You may be aware that the CWC employees have also accepted the IR and they are on rightful path of struggle for wage revision.
Comrades, we are confident that our highly qualified youth comrades will definitely understand the circumstances and continue observance of work to rule agitation called by us with full spirit.
We convey our strong message to comrades that don’t bother about IR, and only concentrate to strengthen our struggles and agitation demanding wage revision.

Those who cannot remember the past are condemned to repeat it

Defeat Anti Employees polices of the Central Government. Participate in All India Coordination Convention of FCI & WH Unions    

Dear Comrades,

The attack on the working class and Public Sector Employees, in particular, are mounting day by day. The entire working class and peasantry are on struggle path. The indefinite strike of GDS Employees is the latest mass struggle. The Long Pending Demands of FCI Employees are not settled yet. The assurance given by the Administrative Department and FCI Management to Staff unions regarding the commencement of wage revision process is in the paper even after a lapse of 18 months. 

Food Corporation of India operations are under serious threat of privatisation. Subsidy received every year by FCI was lower than claimed for from the GoI. On an average only 67 per cent of subsidy claimed was released by the GoI over the last five years because of which FCI had to borrow from other costlier means of finance .FCI Employees are delayed and denied their rightful wage revision w.e.f 1-1-2017 and pension w.e.f 1-1-2007 due to the stringent conditions imposed by the Finance Ministry & lackadaisical attitude of Government missionaries respectively. Compassionate appointments have become a mirage in FCI. Trade Union rights are denied. Punishment and victimization of employees become a hobby of the management. Periodical meetings of Current Recognised unions in FCI  has become mere talking shops without any positive results. Legitimate demands are inordinately delayed and denied.  In FCI some posts have died due to no recruitment.  

It is in this background the All India Coordination of FCI & WH Unions has decided to fight back these retrograde policies by mobilizing the entire FCI employees by unleashing intensive campaign throughout the country culminating in a strike. To declare the campaign programme and the strike, an “All India Coordination of FCI & WH Unions” under the leadership of Dr. A Sampath MP and Dr Asim Bala Ex- MP will be held at Lucknow on 26th June 2018 Tuesday from 10 AM to 5 PM.

Eminent trade Union leaders will attend the Convention. Venue of the National Convention is Ravindralaya, Motilal Nehru Marg, Charbagh Lucknow(Uttar Pradesh). About 1000 delegates from all states will attend the Convention.
