FCI EMPLOYEES ASSOCIATION (CITU)

CENTRAL COMMITTEE COMMUNIQUE


A meeting of the Central Committee of FCI Employees Association (CITU) was held on October 18, 2018, at Thiruvananthapuram. It has issued the following statement:

The central committee on 18-10-18 unanimously adopted a condolence motion expressing profound grief at the demise of the people in the unprecedented floods in Kerala. And the members endorsed a condolence motion in remembrance of the deceased FCI employees and labours.

1) Save FCI

The Central Committee of FCI Employees Association (CITU) expressed great concern about the insufficient capital fund of the organization. The subsidy received every year by FCI was lower than claimed for from the GoI. After analyzing the last five-year subsidy report from GOI it is found that on an average, only 67 per cent of subsidy claimed was released by the GoI over the last five years because of which FCI had to borrow from other costlier means of finance. As a responsible union FCI Employees Association (CITU) through Dr A Sampath MP, President FCI EA (CITU) had taken up the issue in last Parliament session was a great trade union movement to safeguard the organization. It is the obligatory and statutory commitment of GOI to issue timely subsidy to function FCI. The committee noted that the corporates are getting enough fund from the government but at the same time Public sector organizations like Food Corporation of India which providing food security to the nation is not getting the timely subsidy is the failure from the part of GOI which the accumulation of pending subsidy become huge crore amounts. This failure is the symbol of privatization and dismantling its operations of FCI. FCI Employees Association (CITU) decided to oppose all such move by hard struggles.

2) Wage Revision, PLI & Departmental Exam.


 The central committee of FCI Employees Association condemns the inordinate delay and lackadaisical attitude of FCI Management in the matter of Category III-IV Employees Wage Revision. The unilateral decision of the management in the matter of Wage Revision will destroy the industrial peace in Food Corporation of India. Management’s silence on the important issue like 5 Year Periodicity, Percentage based Fringe Benefit, Lease Accommodation, Removal of 50 per cent ceiling in the matter of PLI and implementation of minimum basic pay on par with Graduate post in the central government organization is a matter of serious concern to all of us.

The committee noted that the wage revision of category I &II officers have already implemented and the discrimination in the matter has created deep frustration among the category III employees who are facing huge financial hardships due to low income. The bureaucratic officials in FCI have creating unwanted queries in Employees welfare issues. For example, the true intention of the departmental exam has sabotaged these officials by reducing 10% promotional vacancies with the help of some silent so-called recognized spectators. Consequent on the implementation of this policy the existing promotion quota of General and Reservation category officials will trim down.     
         The management is following MOU based work and they have fixed time frame for everything, but in the case of Employees welfare issues especially in the case of most awaited Wage Revision and PLI the management is following purposefully delay tactics, as a responsible trade union in FCI we cannot entertain this at all. Therefore if the wage revision and PLI issues has not settled and implemented before 31-12-2018, the central committee decided to conduct hard struggle to safe guard the future of Category III-IV Employees, against the slavery of FCI management and anti government policies.


3) Compassionate Appointment

The central committee of the Association condemns the inordinate delay in farming our own compassionate appointment policy like in other public sector enterprises and banks. The Association was given a memorandum to union Shri Ramvilas Paswan during last parliament session demanding for one time settlement for appointment to all pending applicants. The purpose of providing appointment on compassionate ground is to mitigate the hardship due to death of the bread-earner in the family. Such appointments should, therefore, be provided immediately to redeem the family in distress. But in FCI due anti employee attitude of the bureaucrat officials in FCI HQrs the dependents of deceased employees are facing financial as well as mental hardships. Any threat to the life of such dependents is the sole responsibility of FCI Management.    Many applicants are still waiting for appointment. Association stand is clear that they can be adjusted against the current vacancy. The Current staff strength is below 47 %. If the pending applications has not considered within 31-12-18 the central committee of FCI Employees Association will take strong trade union action.

4) Pension and PRMS

The central committee of FCI Employees Association has appointed a committee headed by comrade K R Pushpadharan to seek legal information / clarification in the matter of implementation of Pension w.e.f 1-1-2007 and up gradation of PRMS to carry out further discussion with Our President.

3) Empanelment of Hospitals, Staff shortage and etc

The committee noted with great concern the decreasing number of empanelled hospitals in many regions, especially in Kerala Region. In some districts, FCI not even has a single empanelled hospital which is a serious threat to the life of FCI employees and their dependents. The committee also noted that the management is only concern about the MOU figures and reports. They are well aware of the welfare issues and acute shortage of officials. However, management is harassing the current low paid employees with heavy work allocation. When vacancies are available management has to consider the request transfer of officials, in such case, no officials should get posted far away from their native. The central committee noted all these issues and decided to conduct hard struggles. The style and sign of the struggle will be intimated shortly.

4) Discrimination to Release Interest free advance to the flood affected Employees, labours, canteen employees of the Kerala Flood devastation.

The Central committee of FCI Employees Association (CITU) decided to refer this matter to various levels about discrimination and lackadaisical attitude of some FCI officers to release of interest free advance to the flood affected Employees, labours, canteen employees of the Kerala Flood devastation as in the case of Chennai Flood Devastation.
5) Appointment from Waiting list

 The Central committee condemns the FCI management for not filling the vacancies from the current active waiting list. The attitude of management is highly malafide in nature. Committee of the Association decided to take up the issue with higher level.
