Part-I Preface
This Proposal depicts the details of pay scales and
allowances of category III-IV employees in the matter of Wage revision and
service conditions. The objective of
this initiative is to facilitate speedy implementation of the wage revision for
the existence of Employees in Food Corporation of India.
The wage revision proposals for FCI employees is
presented amidst the miseries sown by the GOI in the matter of affordability
and not providing budgetary support and the uncertainty being created by the
economic slowdown. The resolve for providing food security to the nation is the
hallmark of FCI employees.

The last wage revision for FCI Employees have been
taken place with effect from 1-1-2007 after 10 years of span. As on 31-3-2007 the staff strength was 41358
against the sanction position of 55053 which workout 75% of staff sanction. The
turnover per employee as on 31-3-2007 was 1739.47 MT. The total turnover during 2007 was 719.41
Lakh MT. At this stage, the existing
FCI Employees as on 1-1-2007 was given 30% increase on the existing pay and DA
in accordance with the guidelines issued on 02-04-2009 by DPE. These guidelines
has been issued on approval of 2nd wage revision committee report for central
public-sector employees by GOI. But it is rather painfully note that the
employees appointed on or after 1-1-2007 have been given only 8% increase on
the pay existed as on 31-12-2006. This is a major anomalies/ defects in the
last negotiated settlement, as the majority of staffs working are this newly
recruited employees since 2007.
It is also regretted to note that the DPE
guidelines dated 2-4-2009 have been extended cafeteria allowance of 50% of
basic pay, which was not given yet to the category III and IV Employees, even
though 40% of revised pay have been sanctioned as cafeteria allowance to
category I & II Employees. The majority of the employees working at present
in Food Corporation of India are the employees appointed after 1-1-2007. These
employees are presently drawing 62% less salary than the existing employees.
The present staff strength is only 22200 as against
the sanction strength of 42038. Which work out only 55 % of sanction strength.
The turn over per employee have been increased from 1739 MT in 2007 to 5108 MT
in 2013. Which shows that the productivity of the employees has been increased
approximately threefold than 2007 at present.
In view of this the FCI Employees appointed after
1-1-2007 has deserve a better revision as demanded hereunder. The FCI recruited
well qualified employees since 2007.
Even in private sector these qualified employees are given more than 4
times salary than presently FCI Paid.

P(3).1 In the revised scale of pay effective
from 1-1-2007 the pre-existing scales shown at S 0 3850-65-4175 and shown at S
1 i.e 4220-100-6720 have been fixed in a very same scale of 8100-18070. As the
newly recruited class IV employees were given 6 increments lesser than the
existing class IV employee in the last wage revision, we consider that it is a
major anomaly in the last wage revision. Hence, we propose to abolish S 0
scales and suggest minimum pay as shown in S 1 scales for both scales.
P(3).2 Two-tier system in category III
In FCI the
minimum qualification for the post of AGIII is graduation. His next two
promotion post are Assistant Gr II and I respectively, which is only a clerical
post in Category III. In almost all other CPSEs and banking institutions, the
next promotion of a graduate assistant is to Category II (Officer) post. In
view of this we demand only two-tier system in category III. At present the job
and connected responsibilities of AGIII and AGII are multifunctional, hence we
propose to abolish the post of Assistant Grade III and proposed a merged scale
for S5 and S6. The existing three tier system in category III may be reduced to
two tier systems with effect from 1-1-2017. And we propose Grade III &
Grade II post may be merged with Assistant Grade II. Those who worked as Grade II prior to
1-1-2017 may be given one additional increment as weightage for every two year
till 1-1-2017 in the revised scales.
P(3).3 Minimum
four promotions to a graduate recruitee
We also propose to abolish the scale shown at S8,
and with a suggestion to accord minimum four promotions to a graduate recruitee
in time bound manner.
Part-4 Pay Fixation Formula.
P 4.1 Fixation of PAY in revised scale in respect
of Employees appointed on or after 1.1.2007
The main anomaly in the last revision was granting
only 8% fitment benefit to the new incumbents recruited after 1-1-2007 when the
existing incumbents in the service of FCI as on 1-1-2007 have been given 30%
fitment benefits. In order to rectify the blatant anomaly, we demand a special
pay fixation formula in fixation of pay for the employees recruited after
1-1-2007 in FCI.

P(4)1.1 Compensatory Incentive
A
compensatory incentive may be given to all Category III _IV employees @ 20000/
for every year service rendered after 1-1-2007 to 31-12-2017 in order to
compensate the shortcomings pointed out in the preface in the matter of fitment

P(4).3 Weightage one increment for every two years
of service
After
arriving basic pay as on 1-1-2017 one increment for every two years of service
in FCI should be added as weightage
P(4).4 Regular annual increment as on 1-1-2017
should be added to such weightage increment which would the new basic pay as on
1-1-2017.
Part 5- Minimum Basic Pay
Considering
the spiralling cost of prices and other factors prevailing in the country,
obligatory expense of family consisting of minimum six members i.e.
husband/wife and two children, father and mother, and the various typical
service condition prevailing in FCI, we demand a minimum basic pay of Rs
44000/- in the revised scales as on 1-1-2017
Part 6- Industrial Dearness allowances
As per the
existing procedure, whenever DA is increased by 25% it should be merged with
basic pay for calculating all benefits, such as HRA, transfer benefits, DA on
tour and retirement benefits etc.
PART 7- - House
Rent Allowance (HRA)
The existing
percentage may please be continued and If the employees are transferred beyond
50 Kms away from his self-declared permanent Headquarter, he should be given
double HRA with 10% increase in every year.
PART 8-
Lease Accommodation.
In the case
of transfer beyond 50 Kms, the employees may be extended Leased Accommodation
facility in lieu of double HRA.
PART 9- Perks and Allowances Under Cafeteria
Approach
Cafeteria
allowance may be extended to Category III & IV Employees as being paid to
category I & II officers in FCI. As
this benefit has not been sanctioned yet to category III and IV Employees, even
though the BOD has recommended it, the category III Employees have lost 3.25
lakhs to 10 lakh rupees for the period from 1-12-2008 to 31-12-2016. As a
Settlement to the issue we demand a package as given under. It should be given
as on 1-1-2017

We demand to
implement 40% basic pay as Cafeteria allowance to Category III & IV
Employees.
PART 10 - Performance Related Pay (PRP)
Performance
Related Pay may be released to FCI Employees in accordance with the DPE
guidelines dated 26-11-2008 and 2-4-2009. As the productivity of the food
corporation of India has been multi folded the employees in FCI are eligible
for performance related pay. Details will be presented in the negotiation
table.
PART 11- Over Time Allowances
Category III
–IV Employees who are working beyond 7 hours in day should be given over time
at the rate of double the wages without any ceiling.

Most of the
FCI Employees are travelling daily on an average of 20 km for attending office,
and returning to his home another 20kms, hence we propose the following
reimbursement on Connveyance expenditure
PART 12.1 Whenever price hike increase by 25%
such increase should be given in reimbursement of conveyance expenditure.
PART 13 Reimbursement of Medical
expense
2000/- (Two
thousand rupees) per month may be given to category III-IV Employees against OP
allowance for the family consisting husband/wife, children, father and mother.
Whenever price hike increase by 25% such increase should be given in
reimbursement.
P(13).1 In respect of IP treatment, the
existing system may be continued with some necessary modification which will be
presented separately in the negotiation table.
PART 14 Chemical Handling Allowance
The
technical assistants and dusting operators or other class IV employees who are
posted for performing prophylactic and curative treatments may be given 5%
basic pay of the employee as Chemical Handling allowance
PART 15 Operational allowance
To all
employees working in depots may be given 5% basic pay of the employee as
Operational allowance
PART 16 Cash handling allowance
Double the
existing payment
PART 17 Children Education Allowance
The course
fees should be reimbursed on actual basis on production of cash receipts from
the respective educational institutions. For professional courses in the
self-financing colleges, such claim may be restricted to Govt approved rate.
PART 18Annual Increment @5% of BP
It shall be
given 1st day of January for every year 5% of Basic pay of all employees
PART 19 Bunching Increment
If one or
more stages are bunched on fixing the basic pay in the revised scale, one
additional increment for every two stages should be added to the basic pay
fixed on 1-1-2017.
PART 20 Family Planning Incentive
Increment
The
employees who are in receipt of family planning incentive increment as on
31-12-2016, one increment on revised pay of his present post should be given as
family planning increment and the same should be counted as basic pay for all
the purpose such as HRA, cafeteria allowance and other fringe benefits, etc
including retirement benefits. The same benefits may be extended to the other
eligible employees.
PART 21 Increment for acquiring
additional higher qualification during the service.
One
increment equalent to 5% on basic pay on acquiring each higher qualification
while in service should be paid from the date of acquiring higher qualification
to the entire service period and it should be counted as basic pay for all
purpose.
PART 22 Fixation of pay on promotion
10 % of the
existing Basic Pay (two increments @ 5%) should be given as on the date of
promotion while fixing the basic pay on promotion, rounding off to nearest 100
rupees.
PART 23- Merit scholarship scheme.
A merit
scholarship scheme should be introduced in FCI to the children of its employees
to academic courses and provisional courses as per the following rates with
effect from 1-1-2017

PART 24- Loan and Interest Free advances.
P(24).1 Subsidy on House building advances (HBA)
5% interest
Subsidy may be given to all FCI employees who are constructing/purchasing own
house by availing bank loan. (references will be submitted in the negotiation
table)
P(24).2 Conveyance Advance
Interest
free Rs 4lakh may be sanctioned to category III- IV employees to purchase a
car. And Interest free Rs 1 lakh may be sanctioned for purchase of Motor Bikes.
P(24).3 Festival Advance
We demand to
grant an interest free festival advance of Rs.25000/-
PART-25 SUPERANNUATION
BENEFITS
P(25).1 Implementation of FCI Pension scheme
and PRMS
P(25).1.1 Pension
The existing
pension scheme should continue. Pension should be paid with effect from the
date of retirement to all the employees, who retired also. Under FCI DCPS
minimum pension Rs 6000/- has to be fixed by FCI management in consultation
with annuity providers and all the registered trade unions in FCI.
P(25)1.2 Postretirement Medical Scheme
A monthly
allowance may be given to all FCI retires as against outpatient treatment
charge from the PRMS fund recovered from the employees and contributed from FCI
Management. The quantum of amount and such other details of impatient treatment
charges will be presented in the negotiation table.
P(25).2 Gift/Memento allowances

P(25).3 Celling
on payment of gratuity:
Gratuity
payment should be enhanced to 20 lakhs. Whenever price hike increase by 25%
such increase should be given in gratuity.
PART 26 Canteen Facilities
Introduce
Canteen facilities in all FCI godowns and offices.
PART 27- FCI Pay scales & Perquisites for
Canteen Employees
Canteen
employees may be paid FCI pay scales perquisites including pension and PRMS.
PART 28- Appointments to the Dependents of diseased
employees
Make
recruitment to all the dependents of diseased employees from the pending list
of applications against the existing vacancies by removing all the
conditionality’s such as 5% etc.
If such recruitment is not possible, we demand
to pay his/her wages as on the date of death may be given to his/her family
until his/her retirement period.
PART 29- Multitasking Increment
The
appointments to the vacant post should be filled up then and there. If it has
not done timely due compensation should be given to existing employees in
consultation with trade union.

PART 31-Online Filing of Annual Performance
Appraisal Report (APAR)
We propose
to allow online filing of Employees' performance reports for greater
transparency.
PART 32-Online transfer and posting system
We propose
to introduce online transparent transfer and posting methods, a detailed
presentation will be presented in the negotiation table.
PART 33- Causal leave
We demand to implement 12 casual leave in every year
for the Category III & IV Employees.
PART 34- Pay protection of re-employed
ex-servicemen in FCI
We had received numerous complaints from
re-employed ex-servicemen on the matter of their initial pay fixation in the
re-employed posts. Pay fixation of ex-servicemen would be through protection of
pay plus DA drawn by them at the time of release from the Armed Forces. In
addition to the pay fixed on re-employment, pension and other retirement
benefits would also be allowed.
We demand a
special package that, the initial pay, on re-employment shall be fixed at the
minimum of the scale of pay prescribed for the post in which the individual is
re-employed. After fixing the pay, in case the initial pay is lesser than the
last pay drawn (pre-retirement pay), such cases are to be treated as causing
undue hardship, the pay is to be fixed at a higher stage by granting one
increment for each year of service rendered by him, so as to bring the initial
pay at par with the pre-retirement pay. The pay so fixed is to be treated as
“minimum of the pay scale”. In addition
to the above, they are permitted to draw pension and all other forms of
retirement benefits including Dearness Relief on pension which he/she is
eligible.
PART 35- Supply of Laptop to category III Employees
With a view to monitoring the online operation in a
reliable manner, reimbursement in actual amount may provide for the purchase of
one lap top to category III Employees
Also, we demand to increase All the allowances automatically
on the basis of cost inflation index. And demand to setup a permanent mechanism
to revise the salaries of FCI Employees. The proposal may be updated during
negotiation.
