### **Let Us Stand Together for Flood Relief**

Dear Comrades,

On 5-8-26 an urgent and special meeting was convened by the FCI Kerala Management under the chairmanship of **Shri Rajesh Gulia, General Manager, FCI Kerala**, with the participation of trade union representatives, Divisional Heads and other management representatives to assess the prevailing flood-like emergency in several parts of Kerala.

The situation in **Kottayam, Alappuzha, and several parts of Pathanamthitta district** is particularly concerning. Following an unexpected spell of extremely heavy rainfall from Friday evening, several areas have experienced flash floods, landslips and widespread inundation, causing hardship and disruption to the lives of many people.

I had the opportunity to represent the **FCI Employees Association (CITU), Kerala Region** in this important meeting. We discussed the urgent need for collective support towards relief and rehabilitation activities in the affected areas.

On behalf of the **FCI Employees Association (CITU), Kerala Region**, we have assured our full cooperation and support for the relief operations. We also appeal to **all FCI employees, irrespective of union affiliation, cadre, designation or category**, to come forward and contribute generously towards this humanitarian cause.

The concerned **Divisional Managers will coordinate the collection of relief materials and financial contributions** and ensure that these are properly channelled and distributed through our divisional offices in the most affected areas, including Kottayam, Alappuzha and other affected locations.

FCI employees have always stood together in times of crisis. On earlier occasions too, we in have demonstrated our unity, compassion and commitment to society by extending helping hands to those affected by natural calamities.

**This is another moment when our collective strength and humanitarian spirit are needed.**

Let us once again come together beyond organisational and union differences.

**Let us contribute whatever we can.**

**Let us support those who are suffering.**

Plan for filling up vacancies through a direct recruitment drive is presently under review and active consideration in FCI --Positive Response from Hon'ble Union Minister.

The sustained efforts of the FCI Employees Association (CITU) on the long-pending issue of recruitment in the Food Corporation of India have yielded a positive development. Following the representation submitted by the General Secretary of the Association before the Chairman & Managing Director, FCI, seeking immediate recruitment against the existing vacancies in Category III and Category IV posts, the matter was taken up with the Hon'ble Union Minister for Consumer Affairs, Food & Public Distribution, Shri Pralhad Joshi, by Hon'ble Dr. V. Sivadasan MP and Hon'ble K Radhakrishnan MP. 

We are pleased to inform all employees and job aspirants that the Hon'ble Minister has, through his official communication dated 24.07.2026, informed Dr. V. Sivadasan MP and K Radhakrishnan MP that the matter has been examined and that the action plan for filling up vacancies through a direct recruitment drive is presently under review and active consideration in FCI. This is a significant and encouraging development in the Association's continuous efforts to secure recruitment against the large number of existing vacancies (around 10,000 Vacancies) across the Corporation. The Association expresses its sincere gratitude to Hon'ble Dr. V. Sivadasan MP and Hon'ble K Radhakrishnan MP for taking up this important issue with the Government. We also acknowledge the support extended by  Shri John Brittas MP, who have consistently supported the demand for expediting recruitment in FCI. 

The FCI Employees Association (CITU) will continue to pursue this matter vigorously until recruitment notifications are issued and all vacant posts are filled in the interest of strengthening FCI's workforce, improving operational efficiency, and creating employment opportunities for thousands of deserving job aspirants across the country. FCI Employees Association Initiative Receives Parliamentary Support: MP John Brittas Takes Up CAP Storage Issue with Union Food Minister

Acting on a representation submitted by the FCI Employees Association (CITU), Rajya Sabha Member of Parliament Shri John Brittas has taken up with the Hon'ble Union Minister for Consumer Affairs, Food and Public Distribution the crucial issues relating to continued dependence on CAP/Open storage of food grains and the urgent need for scientific storage infrastructure in the Food Corporation of India (FCI).

 

The intervention follows a detailed memorandum submitted by the FCI Employees Association (CITU), highlighting the serious risks associated with storing food grains in CAP/Open storage facilities, particularly in regions experiencing heavy rainfall and high humidity. The Association had urged immediate policy intervention to prevent deterioration and wastage of valuable food grain stocks.

  

In its representation, the Association pointed out that the acute shortage of covered storage space and increased procurement have compelled FCI to resort to CAP storage across the country. However, climatic conditions in several states, especially Kerala, make open storage highly unsuitable and vulnerable to damage during prolonged monsoon seasons.

 

The memorandum also referred to observations made by statutory audit agencies, including the Comptroller and Auditor General (CAG), regarding substantial losses caused by spoilage of food grains stored in open facilities. It further highlighted that the shrinking workforce in FCI has adversely affected regular maintenance, fumigation, and preservation activities.

The FCI Employees Association (CITU) urged the Government to discontinue further construction and renovation of CAP/plinth storage facilities and instead focus on establishing modern scientific storage systems such as steel silos, mechanized warehouses, and climate-controlled storage facilities.

 

Another significant demand raised by the Association was the free or subsidized distribution of surplus food grains to economically weaker sections through enhanced allocation to consumer states. The representation recalled the observations of the Hon'ble Supreme Court of India advocating the distribution of excess food grains to the poor rather than allowing them to deteriorate in storage.

Responding positively to the concerns raised by the Association, Shri John Brittas MP has intervened with the Hon'ble Union Food Minister and sought appropriate action on the issues highlighted in the memorandum.

The FCI Employees Association (CITU) has welcomed the timely intervention of Shri John Brittas and expressed confidence that the Government will take necessary steps to strengthen India's food security system through scientific storage practices while ensuring that surplus food grains reach the needy sections of society.

The Association reiterated that it will continue its efforts to safeguard the interests of employees, protect the Food Corporation of India, and uphold the larger objective of national food security.

FCI EMPLOYEES ASSOCIATION DEMANDS TO END CAP/PLINT STORAGES - BUILD SILOS & SCIENTIFIC WAREHOUSES

Dear comrades, It has come to our notice that certain Regional Offices are proceeding with the implementation of Headquarters’ instructions regarding the utilization of CAP/Open Storage for stocking food grains.

The FCI Employees Association is deeply disappointed by such moves, considering the serious risks associated with CAP/Open Storage, including deterioration of food grains, operational difficulties, and avoidable financial losses. The concerns regarding CAP storage are well documented, and instances of substantial damage to food grains stored in open conditions have been reported in the past.

Recognizing the gravity of the issue, we have discussed the matter with various senior authorities and eminent parliamentarians. During these discussions, we strongly proposed that the surplus food grain stocks be distributed free of cost to eligible beneficiaries in consuming regions. Such a measure would not only strengthen food security but also significantly reduce the need for CAP/Open Storage.

In this regard, a detailed proposal has been submitted to Shri John Brittas, Hon’ble Member of Parliament, seeking his intervention with the Government of India and other competent authorities. A copy of the proposal is attached herewith for information.

We are hopeful that the Hon’ble Member of Parliament will take up the matter at the appropriate level and secure a positive intervention from the competent authorities in the larger public interest.

FCI Employees Association Proposed House Building Advance (HBA) scheme 2026 for FCI Employees

FCI Employees' Association (CITU) wishes to inform all employees that the issue of the absence of any House Building Advance (HBA) Scheme in FCI has been taken up with the Chairman & Managing Director. The Association has strongly protested the unilateral withdrawal of the earlier HBA and Interest Subsidy Scheme by the Management without any discussion with the recognized staff unions and without introducing any alternative or remedial housing assistance mechanism for employees. Considering the steep rise in housing costs and the genuine difficulties faced by employees in acquiring residential accommodation, the Association has demanded the introduction of a comprehensive and employee-friendly HBA Scheme, including provisions for concessional interest, enhanced loan limits, and support for employees who have availed housing loans from Banks and Financial Institutions. The Association remains committed to pursuing this matter vigorously and will keep employees informed of further developments.
