Ratio Revision in Food Corporation of India

 Dear comrades, (12-12-23)Today's meeting with CLC and FCI management at New Delhi was a significant step towards addressing our demand regarding ratio revision. The CLC(C) has advised the FCI management to form an internal committee to tackle the issue of stagnation, following our discussion on revising the ratio for vertical distribution among category III posts. We are thankful to the support from our young employees. In line with CLC's advice, FCI Employees Association (CITU) will submit a comprehensive representation with our suggestions to the management as early as possible.

*Clarification on Regulation 82 and Extension of Benefits to All Employees*

Dear comrades it is to inform about a recent misinformation propagated by certain retired individuals regarding the status of Regulation 82 and its impact on employee benefits. Contrary to the claims that Regulation 82 has been amended, it is important to reaffirm that no such amendments have been made.
Both the Kerala High Court and the Honorable Supreme Court have upheld the benefits under Regulation 82, ensuring that employees are entitled to the rightful pay fixation.

These retired individuals, who initially claimed that the regulation had been amended, subsequently filed RTI applications to support their assertions. The replies received from these RTI applications have conclusively clarified the situation, validating that Regulation 82 remains unchanged and that employees' benefits are secure.

We would like to provide clarity on the matter.
As per the Kerala High Court Judgment in OP.35511/2001 dated 28.06.2007 and the Supreme Court Judgment in Civil Appeal No. 1991/2011 dated 11.05.2023, the benefits under Regulation 82 are to be extended to all eligible employees of the Food Corporation of India (FCI). These judgments unequivocally affirm that Regulation 82 of the FCI Staff Regulations 1971 is a statutory regulation and any settlements between the employer and trade unions should not compromise the entitlements of individual employees under these statutory regulations.

This RTI reply has effectively silenced the false narratives being propagated by certain individuals.
We have represented to the management, urging them to extend the benefits under Regulation 82 uniformly to all eligible employees, in accordance with the judgments of the High Court and the Supreme Court. We are pleased to inform you that the management has acknowledged our representation.

We assure you that the FCI Employees Association (CITU) will continue to advocate for the rights and benefits of all employees and will ensure that the principles of fairness and justice are upheld. Your support and solidarity are crucial in maintaining our collective strength.

Comrade T V Natarajan passed away on 14-5-24 at Ernakulam.

 Dear comrades, The FCI Employees Association (CITU) pays respectful homage to veteran trade union leader, Comrade T V Natarajan who passed away on 14-5-24 at Ernakulam. He was under treatment for cancer. An uncompromising leader to the cause of the working class, Comrade Natarajan was actively involved in FCI EA CITU since its inception .He lived a very simple life and was a popular leader of the FCI family. loosing a comrade like him who was uncompromisingly dedicated to the class struggle and the working class ideology is a great loss to the FCI, FCI EA CITU and the working class movement in particular. FCI Employees Association (CITU) dips its red flag in salute to the memory of the departed leader and conveys our heartfelt condolences to his family and the comrades.
